We are committed to driving this transformation. Since the European Commission recognised us for RFNBO certification in December 2024, we have issued 15 RFNBO certificates, with more in the pipeline. Our system, which has been continuously improved through over 20 pilot audits since 2022, is now fully operational and being implemented worldwide. 

Meeting Policy with Proven Practice

The market for certified RFNBOs has moved from concept to reality and is becoming increasingly tangible. Currently, Germany is leading with a draft regulation that mandates all transport fuels to incorporate an expanding share of RFNBOs – beginning at 0.1% in 2026 and reaching 12% by 2040. This significantly surpasses the EU’s minimum target of 1% by 2030, as outlined in the Renewable Energy Directive III (RED III), highlighting the strong commitment of some Member States to renewable transport fuels. 

This commitment creates a significant need for reliable certification. ISCC EU helps companies and countries to meet RED III requirements with clarity, consistency, and confidence. 

Certification in Practice: OMV’s UpHy II Project

OMV’s UpHy II project near Vienna is an example of the company’s carbon reduction efforts: a 10-megawatt electrolyser – one of Europe’s largest electrolysis plants – produces up to 1,500 tonnes of renewable hydrogen, avoiding up to 15,000 tonnes of carbon emissions annually. 

Certified by ISCC EU, the renewable hydrogen meets RED III RFNBO standards incl. RFNBO delegated regulation, as well as greenhouse gas (GHG) reduction criteria, illustrating how ambition, technology, and certification make a verified impact.
